Newroz Telecom’s Case For Legality of Licencing in Iraqi Kurdistan

According to the Iraqi constitution, Iraqi Kurdistan’s Ministry of Communication has the right to issue many licenses. Yet pragmatically, the Ministry has never gone into conflict with the central government over licensing.
